Francesca Serafini is a Junior Lawyer at FratiniVergano since April 2019. She holds a Master’s degree in Law from Bocconi University (Milan) and she is licensed to practise law in Italy.
Before joining FratiniVergano, Francesca acquired considerable expertise in the field of Public and Administrative Law, working for both public administrations and law firms. Francesca has dealt with a number of diverse issues such as: public procurement, gaming and gambling, gas distribution and public services in general. In 2018, she worked as a Blue Book trainee within the European Commission’s Directorate-General for Budget (DG BUDG), where she took on tasks related to the exclusion of unreliable economic operators from EU award procedures (for unethical or illegal conducts, in the frame of the ‘EDES system’) and provided legal advice on the EU’s Financial Regulation (both procurement and grants).
Francesca works with the Competition and EU Law practice of FratiniVergano, focusing on e-commerce, entertainment law, GDPR compliance, public services, and EU internal market law.
A native Italian speaker, Francesca is fluent in English and French.
