Alessandra Fratini published a paper on Postal SGEIs under State Aid Law
Alessandra’s paper “Beyond the USO: reflections on recent decisions on postal SGEIs”, co-authored with Manfredi Pucci di Benisichi, has been published in the book “The Changing Postal Environment, Market and Policy Innovation”, edited by P. L. Parcu, T. Brennan and V. Glass. Against the background of three recent Commission’s decisions, the paper focuses on two compatibility conditions under the 2012 SGEI Framework (genuine SGEI and compliance with EU procurement rules) and on the role that incumbent network operators can play in the public interest. The paper was presented at CRRI’s 27th Conference on Postal and Delivery Economics in Dublin in May 2019.
