Alessandra Fratini and Andrea Carta publish an article on the Draft EC Intelligent Transport Systems Directive
Alessandra and Andrea published an article entitled “La “rete per la rete”: ecco il futuro dei trasporti in Europa” on the June 2009 issue of Beltel, an Italian magazine specializing in legal and regulatory issues related to electronic communications. The article analyses the Draft EC Directive on Intelligent Transport Systems and the application of ICS tools to road transport. The article illustrates the Commission’s approach, aimed at achieving the objectives of the Common Transport Policy (reduction of pollution, elimination of bottlenecks, prevention of accidents) through the development of a network of interoperable devices and software connecting vehicles and infrastructures. |

Alessandra Fratini speaks at 3G Radio Networks conference in Barcelona
On 17 June 2009, Alessandra speaks at IIR’s “Optimising & Evolving 3G Network”Conference in Barcelona. The conference has a strong focus on the evolution of 3G towards 4G, covering topics including deploying and optimising HSPA, HSPA+ as well as 3G RAN sharing. Alessandra’s presentation reviews the latest EU regulatory developments affecting spectrum management, including the revised GSM Directive, and explores the legal challenges of re-farming the 900MHz spectrum for UMTS. Alessandra Fratini and Gaia Pandolfi teach at Tor Vergata University in Rome
On 9 and 12 June, Alessandra and Gaia lecture on postal services regulation and competition at Tor Vergata University in Rome.
The lectures, which are part of the “Master in economia della concorrenza e della regolazione delle public utilities”, cover the EC-driven liberalisation process and competition-related issues on public service compensation in the postal sector.

Paolo Vergano and Eugenia Laurenza advise the ASEAN Secretariat in relation to non-tariff measures
Between March and June 2009, Paolo and Eugenia advise the ASEAN Secretariat in Jakarta, Indonesia, on a number of issues related to the coverage and regulation of non-tariff measures (NTMs) and non-tariff barriers (NTBs) under the ASEAN Trade in Goods Agreement (ATIGA). In particular, FratiniVergano is assisting the Trade in Goods Unit of the ASEAN Secretariat in conducting a detailed legal analysis of the ASEAN legal instruments disciplining trade in goods between ASEAN Member States (AMSs) in light of the relevant WTO disciplines on NTMs and NTBs.
This work is aimed at identifying actions to be taken by AMSs in order to better equip ASEAN with the legal instruments to effectively create a well-integrated and rule-based regional market. During the week of the 20th of April, Paolo will hold dedicated meetings on these issues with various units and officials of the ASEAN Secretariat in Jakarta.

Alessandra Fratini presents a paper at CRRI’s 17th Conference on Postal and Delivery Economics
On 30 May, Alessandra presents a paper on access to infrastructure and service elements in the postal sector at the 17th Conference on Postal and Delivery Economics in Bordeaux (France). The international conference is held by the CRRI (Center for Research in Regulated Industries) of the Rutgers Business School, Newark and New Brunswick (US). 25-29/5/2009 Paolo Vergano trains ASEAN officials on dispute settlement rules and procedures in Jakarta, Indonesia
During the week of 25 May 2009, Paolo and Professor Peter Van den Bossche of the University of Maastricht held a number of events at the ASEAN Secretariat in Jakarta, Indonesia on the use of the ASEAN Enhanced Dispute Settlement Mechanism.
In particular, they discussed with ASEAN’s High Level Task Force on Dispute Settlement the possible improvements to be brought to the ASEAN DSM Protocol and trained a number of ASEAN Member States’ officials dealing with trade in goods and officials from the Trade in Goods Unit of the ASEAN Secretariat on how to make future use of the ASEAN dispute settlement procedures. |

On 27 May, Alessandra speaks at the closing Workshop of the Public Affairs course “Comunicazione e gestione delle Relazioni Istituzionali”by Running. The Workshop is about the liberalisation of EC postal services: Alessandra reviews the Community policy in the postal sector and the regulatory framework for European postal services, focusing on the legislative process of controlled market opening to competition.

Chiara De Leonardis published an article entitled “Misure contro la pirateria online: uno sguardo dietro le quinte del dibattito europeo” on “Teutas”, an Italian online journal specializing in law and technology issues. The article reviews in particular some recent initiatives of the European Parliament in connection with copyright and the measures proposed at EU level to fight online piracy. On 4 and 5 March 2009, Eugenia Laurenza lectured on the WTO Agreement on Agriculture in Asunción, Paraguay. The presentation was part of a seminar organized by the International Development Law Organization on “ Marco Jurídico-Institucional para la Promoción de la Inversión y del Comercio Internacional en Paraguay”. Eugenia’s lectured focused on the main aspects of WTO rules on agricultural trade, WTO dispute settlement on agriculture and recent proposals tabled at the ongoing WTO Doha Development Agenda negotiations.

Alessandra and Andrea published an article entitled “Tutti assieme disordinatamente” on the March 2009 issue of Beltel, an Italian magazine specializing in legal and regulatory issues related to electronic communications. The article analyses the various policy initiatives adopted at the EU level by the European Commission and the European Parliament on the protection of copyright in the online environment and concludes that, at this stage, a clear policy orientation is lacking. Alessandra Fratini speaks at 3G/HSPA Evolution and Optimisation Forum in Prague
On 29 January 2009, Alessandra speaks at Marcus Evans’ “5th Annual 3G/HSPA Evolution and Optimisation Forum” Conference in Prague. The Forum aims at examining drivers, strategies and solutions for 3G optimisation in the evolution towards Next Generation Networks. Alessandra addresses the impact of both the EU Telecoms Reform and the re-farming of 900 MHz spectrum on operator strategies and explores the legal and regulatory challenges of 3G deployment in Europe.

Paolo R. Vergano teaches at the World Trade Institute in Bern
On 12-13 January 2009, Paolo held his yearly course on “Tariffs, Quantitative Restrictions and Voluntary Export Restraints” at the World Trade Institute (WTI) in Bern, Switzerland.
The course is part of the Master’s on International Law and Economics (MILE) offered by the WTI and focuses on the regulation, negotiation and administration of tariffs and non tariff-barriers in the WTO system. Paolo has been teaching this course at the WTI since 2003.

Alessandra Fratini and Gaia Pandolfi publish an article on the new Postal Directive (Directive 2008/6/EC)
Alessandra and Gaia published an article entitled “La nuova direttiva europea per il pieno completamento del mercato interno dei servizi postali comunitari”, in Contratto e Impresa/Europa (vol. 2/2008, p. 885 to 897). The article explores the main concerns arising from the new Postal Directive, focusing in particular on the universal service guarantees for the provision of high-quality postal services, the mechanisms for the designation of universal service providers and the alternatives available under the Directive in order to ensure the financing of the universal service.
