Procurement and concessions

We have a wide-ranging public procurement practice, which includes contentious and non-contentious work on public contracts and concessions. We regularly provide advice to address issues from the perspective of all those involved in the procurement process. We assist contracting authorities and utilities operators in the assessment of compliance with EU law requirements and standards (from the initial choice of procedure, to tenders, technical specifications, etc. to the final award) before and after their tendering processes have been challenged, as well as dissatisfied tenderers challenging the award of a public contract or a concession contract. We represent public and private sector clients in administrative and judicial proceedings, including preliminary ruling proceedings and proceedings under Article 34 of Directive 2014/25/EU, infringement/EU Pilot proceedings for alleged violations of the public procurement and concessions Directives or EU law and actions before the European Ombudsman.
